SUPPORT OUR CAMPAIGN

“I believe local government should work for the people—not politics. Every decision should make our neighborhoods safer, our economy stronger, and our city a place families are proud to call home.”

WHY I'M RUNNING

West Covina is full of opportunity, but our city needs experienced leadership focused on results. I'm running for City Council because I believe we can build a safer community, strengthen our local economy, protect taxpayer dollars, and restore trust in local government.

Together, we can move West Covina forward.

FAMILY FIRST

Family is at the center of everything Carlos does. Carlos and his wife have been together for 25 years, raising two children grounded in faith, education, and service. Their daughter is studying Chemical Engineering at USC, while their son studies Political Science at Whittier College and competes as a collegiate football player.

Their accomplishments remind Carlos every day why investing in future generations matters.

BUILT ON HARD WORK

Carlos learned the value of hard work long before entering public service.

Growing up, he worked alongside his family in their small business, where early mornings, long days, and countless sacrifices taught him that success is earned—not given. Those experiences shaped the values he still lives by today.

Carlos earned his Bachelor of Arts Public Administration from Southern New Hampshire University and his Master of Science in Organizational Leadership from Arizona State University. His education strengthened the leadership principles that guide him every day

A Proven Leader for West Covina

West Covina's best days are ahead. Together, we can strengthen our neighborhoods, support local businesses, protect public safety, and build a city future generations will be proud to call home.

LET’S MOVE WEST COVINA FORWARD TOGETHER!

PILLAR ORIENTATION

A great city doesn't happen by chance. It takes thoughtful leadership, responsible decisions, and a commitment to putting people first. These five pillars are the foundation of my vision for a safer, stronger, and more prosperous West Covina for today and for future generations.

FISCAL RESPONSIBILITY

West Covina deserves leadership that is committed to responsible financial stewardship, transparent decision-making, and long-term planning.

Every taxpayer dollar should be invested with purpose, accountability, and measurable results. The City's budget should reflect the community's priorities by protecting essential services, investing in infrastructure, supporting public safety, and creating opportunities for sustainable economic growth.

ECONOMIC DEVELOPMENT

A strong local economy creates jobs, generates revenue, and improves the quality of life for everyone. West Covina should be a city where businesses want to invest and entrepreneurs can succeed. I will advocate for responsible development, support our local businesses, streamline city processes, and attract new opportunities that strengthen our economy while preserving our community’s character.

PUBLIC
SAFTY

Every resident deserves to feel safe in their home, neighborhood, park, and business. Public safety is the foundation of a thriving community. I will support our police, firefighters, and emergency responders while investing in proactive solutions that reduce crime, improve emergency preparedness, and enhance the quality of life for every neighborhood in West Covina.

PARK AND COMMUNITY SERVICES

Strong communities are built on clean neighborhoods, well-maintained parks, safe streets, and places where families can gather. I will champion investments that improve our public spaces, maintain our infrastructure, support youth and senior programs, and preserve the quality of life that makes West Covina a great place to live.

TRANSPARENCY AND ACCOUNTABLE

Trust in government begins with honesty, transparency, and accountability. Residents deserve leaders who listen, communicate openly, and make decisions based on facts—not politics. I am committed to responsible leadership, meaningful community engagement, and ensuring City Hall remains accessible, responsive, and accountable to the people it serves.
